Name: Heavily Judging Seal (Omoi Saiketsu no Han)

Description: This seal is activated in the form of an imprint of chakra with the Kanji for Heavy (重い) located on the user's right, or left palm. Basically, upon smacking a part of someone's body with it, a large amount of chakra that they knew, or didn't know they had is centered in one area. What is strange about this seal is it gives physical force to the condensed chakra, thus, affecting them physically, and making mobility a lot more difficult. The amount of chakra that is condensed varies with the amount of chakra the target has. It will always condense 10x the amount of chakra that the target has released, and this seal makes chakra control difficult to use masterfully. If the target hasn't used any chakra prior to being caught by the seal, then this seal is only partially affective, and condenses into roughly three chakra reserves in one location - making movement slower, and chakra control isn't as well-effected.

Limitations: This seal can only last for up to 5 posts, or until the user releases them from the Seal itself. Afterward, it has a cool-down of 10 posts, rendering it perhaps only usable once per thread, depending on how extensive that thread actually ends up being. If this seal is used on a target who has yet to use any jutsu, it lasts for 3 posts, with a 5 post cool-down.

This technique can be used passively outside of a battle-thread.
